Homger was designed by Naoto Tsushima.[6]

According to Tsushima, when he received the commission, the design for Homger was already confirmed. In the initial meeting, Tsushima received a photo of Zumbolar from Tsuburaya Productions and was instructed, "Please design it based on this image." Initially, he thought Homger was a remake of Zumbolar, so he proceeded with the design accordingly. The spikes on Homger's back might be a leftover element from that initial design.[7]

The tail was originally designed to be longer, but it was later shortened because the length would affect its mobility. The upward curve of the tail was designed to convey a sense of movement. Additionally, Homger’s skin, inspired by lava, was meant to emphasize the "scorching kaiju" element. Initially, the design resembled a Komainu more than a tiger, but later they received instructions to "enhance the tiger elements," so the design was adjusted to its current form.[7]

During the design phase, Tsushima was unaware that Homger was a female capable of giving birth, as the script was still being finalized. After learning about this detail, he briefly considered making the face more feminine but was told by the director Tomonobu Koshi, "This is a tense birthing scene, so this design will work," which is why no particularly feminine elements were added to the design sketches.[7]

The Legend of Homger (top), eruption of Mt. Torao (bottom)

Homger was a Kaiju of ancient legends who was said to be the cause of spontaneous eruptions in nonvolcanic regions across the world, passing on life to its child through the great energy produced from the explosions on the night of a full moon. In these legends, she was always seen accompanied by the spirit Anju, a mysterious girl whose goal was to bridge the gap between Homger and humanity and pave a way for coexistence, despite the Kaiju's unique biology.

In present times, Homger would resurface to siphon and store energy in preparation for her child's birth, revealing herself to be the cause of the terrible heatwave and the hydrogen sulfide geysers across Hoshimoto City. When she attacked the city's gas tanks, Homger was met with resistance from Ultraman Arc, but she managed to overwhelm the Ultra with her amazing dexterity and speed before digging her fangs into the Ultra's body to absorb his energy. Before Arc could launch a decisive counterattack, however, he was stopped short by a distraught Anju, giving Homger a window of opportunity to use her flame breath against the Ultra to take him down.

Having eliminated all obstacles in her way, Homger entered a state of nocturnal sleep, building up energy to prepare for the birth of her offspring. As the full moon crept in, Yuma Hize stepped forth and transformed into Ultraman Arc. Having been informed of the Kaiju's circumstances, Arc approached it with caution with the intent to move it to a safer place, but having been met with hostility earlier, Homger retaliated and refused to comply, leaving the Ultra at a loss of what to do.

Thankfully, Yuma unlocked the power of the Luna Armor for the first time, using its miraculous speed to match the Kaiju's tenacity and the Luna Tornado Saucer to create a raging twister around Homger, allowing her to safely detonate without sacrificing Hoshimoto City. As the sun rose on the city and the newborn Homger opened its eyes for the first time, Anju caressed its cheek and gave Yuma her sincerest smile, before the two disappeared into the warm embrace of light. The Full Moon's Answer
